It is understood that there is currently no weight limit in respect of traffic passing over Governors Dip. Please could you confirm if there has ever been a weight limit at Governors Dip and if so when did it apply, what was the weight limit and what occurred in order for it be removed? Further, could you confirm what risk assessments and/or surveys have been carried out in respect of this and provide copies? Please also provide any risk assessments or other reports prepared in connection with current temporary arrangements enforced at the junctions between (1) Glencrutchery Road, Victoria Road, Governors Bridge and Governors Dip and (2) Mountain Road, Governors Dip, Governors Bridge and Governors Road.

We write further to your request which was received on 3 August 2020 and which states (sic) - numbered for ease of reference:
"It is understood that there is currently no weight limit in respect of traffic passing over Governors Dip. Please could you confirm 1. if there has ever been a weight limit at Governors Dip and 2. if so when did it apply, what was the weight limit and what occurred in order for it be removed? 3. Further, could you confirm what risk assessments and/or surveys have been carried out in respect of this and provide copies? 4. Please also provide any risk assessments or other reports prepared in connection with current temporary arrangements enforced at the junctions between (1) Glencrutchery Road, Victoria Road, Governors Bridge and Governors Dip and (2) Mountain Road, Governors Dip, Governors Bridge and Governors Road."
The answers to your questions are as follows: 1. After carrying out a thorough search of all paper and electronic records including Tynwald Documents Library, the Department can find no record of a current weight restriction on Governors Dip or of there ever having been one. 2. Therefore there was no order for it to be removed. 3. As there is no order, there are no risk assessments or surveys. 4. Highway Officers of the Department used professional judgement to assess the impact on road safety and traffic management of the proposed temporary layouts prior to installation. The revised traffic management layouts continued to be monitored post installation to assess if the risk to road users had materially changed.
