We write further to your request which was received on 15 July 2020 and which states:
"1. Was a risk assessment carried out at the Comis Hotel before it was used as a place of detention for repatriated residents? Particularly with regards to its suitability for people with health or dietary issues, for elderly people with mobility issues, for parents with learning difficulties and for parents with babies. 2. If so who carried it out and when 3. Please supply me with a copy of any risk assessment 4. If no such assessment was made, why not?""
In respect of the use of the Comis hotel as a place of designated accommodation for returning residents, consideration was given to ensuring that the hotel had adequate and appropriate facilities for all guests including those with dietary requirements, mobility issues, and children. These were dealt with through the service specification with the hotel and were included within the contract. Due to the constraints presented by the unprecedented and evolving emergency situation, a single risk assessment was not produced. Instead, following visits with relevant parties, risk control measures were identified and implemented as required and continued to be considered throughout the use of the Comis as a place of designated accommodation for returning residents.
