Job Title: Research and Development Fellow
Grade: EO

Responsible to: Head of Research and Development
Overview
The post holder will work within the Research and Development team to ensure that well-managed,
high quality health and social care research is carried out. The post holder will be responsible for
support and engagement activities including providing and arranging training, education and events
to promote research on the Island and develop the skills and attributes required to undertake such
research. A flexible, enthusiastic and proactive approach is essential. The post holder should be an
excellent motivator, who will be able to communicate effectively with different stakeholders
including a wide range of staff; public and patients; industry and other Government departments.
They should possess excellent research knowledge and skills themselves, and be enthusiastic in
supporting others in the conduct of research. It is expected that R&D staff continue to develop
themselves as researchers and are able to bring their own area of research expertise to the team. A
commitment to teamwork, both in the role of project leader and project team member, is essential.
The post holder must be able to interpret and communicate academic concepts, research guidance
and legislation, and have excellent organisational skills.
A high level of initiative and strong decision-making skills are essential. This is a complex, and multi- faceted post that will require the post holder to develop substantial knowledge of a wide range of research within health and social care, and have the ability to share this knowledge with others. The ability, enthusiasm and commitment to achieve this are vital. This is an evolving field and therefore a challenging and dynamic environment in which to work. The post holder should have a positive attitude to change and welcome the opportunity to develop new services and initiatives.

Job Purpose
This post is within the Research and Development (R&D) Unit. R&D provide support, monitoring, management and governance structures for research health and social care research. The purpose Page 2 of 8
of this role is:
1. To shape and deliver support services for research across DHSC, including training, education
and events aimed at increasing staffs’ research skills and knowledge.
2. To take the lead for developing the area of public and patient involvement and engagement
(PPIE) in research.
3. Play a key role in determining and implementing future strategy for research in the DHSC.
Main Duties and Responsibilities The post holder will work with a range of stakeholders to support staff to undertake research. The post holder will:
Scope the requirement for training and education in research and development for staff
across the DHSC
Develop a plan to meet the identified needs of staff within the DHSC for training, education
and support to engage with research
Working with a range of stakeholders, develop a range of support services to help the DHSC
participate in and deliver excellent research
Deliver training across the DHSC to improve research skills including critical appraisal,
methods, analysis, basic statistics and quality improvement
Provide support and assistance for those undertaking quantitative research projects
Promote and facilitate the delivery of high quality research activity across the DHSC
Promote the necessity for research on the Isle of Man, and help integrate research activity
(including evidence review) into everyday practice across DHSC
Develop mechanisms for efficient and effective dissemination of research into practice
Progress the image of the DHSC within academia through assisting staff with publication in
academic journals and presenting at local, national and international conferences
Help develop a culture of learning with the DHSC where staff feel confident to identify areas
of improvement and implement effective projects to rigorously improve them
Take the lead for developing a cohesive approach to PPIE
The post holder will link with other R&D and relevant organisations within the British Isles to
optimise best practice within the Isle of Man.

TRAINING, EDUCATION & RESEARCH
In collaboration with DHSC R&D colleagues create a close working relationship with research
stakeholders to develop for review and information recording.
Offer support and advice for those people wishing to undertake research under the auspices
of IOM DHSC.
Deliver training to a range of staff across the DHSC about research governance, skills ,culture,
systems and process on a monthly basis
Initiate systems that promote good research practice in supporting public and patient
involvement and engagement in research at all levels, with the aim of developing the IOM
DHSC role as a leader in this field.
Scope and develop appropriate support
Take responsibility for and be proactive in own professional development and maintenance
of professional registration (as appropriate). To engage in Continued Professional
Development to ensure both theory and practice developments are achieved.
PLANNING & ORGANISATIONAL SKILLS
In partnership with the Head of Research and Development the post holder will:
Scope the current need for research training and skill across the DHSC and develop a plan to
address identified gaps
Arrange training and support activities with all areas of the DHSC, fitting in with wider
curriculum where required, and monitoring the effectiveness of training delivery to enable a
model of continuous improvement
COMMUNICATION
Communicate with a range of research stakeholders both within and external to the DHSC to
effectively co-ordinate and manage multiple research projects
Compile high level reports to meet DHSC reporting requirements, which relate to research
governance and involvement with research networks where appropriate.
Manage the communication and raise the profile of R&D issues across the DHSC and other
organisations via communications e.g. R&D website and social media.
Work with researchers within the DHSC and partner agencies to promote effective working
of DHSC management processes and policies.

MANAGERIAL/LEADERSHIP
With the Head of Research and Development to manage the budget for this area and liaise
with the DHSC Finance Department as necessary.
Financial delegation to manage spend from budget as agreed with Head of Research and
Development
Lead training and support activities for the R&D Unit
Represent the R&D Unit and DHSC at internal and external events relating to DHSC research
activities.
CLINICAL AND RESEARCH GOVERNANCE
Communicate key policies and legislation to staff to enable them to comply with Governance
arrangements in the DHSC.
Oversee quality improvement and clinical audit activity where required
SYSTEMS & EQUIPMENT Be familiar with systems for research analysis (e.g. STATA, R, SPSS, NVivo) and be able to train others to use such systems Confidently use audio-visual equipment to deliver training

The job holder reports to the Head of Research and Development
The Head of Research and Development as Line Manager is responsible as ‘Reporting Officer’ for the implementation of, and compliance with, the provisions of the Isle of Man Civil Service Performance & Development Review Scheme.
The Reporting Officer, the will ensure that in line with the timescale set out in the scheme, amongst other things, an annual:
Personal Delivery Plan and a Personal Development Plan is agreed with the job holder,
