Summary

The request sought data on Category 1 road surface defects, related insurance claims, and Jetpatcher usage by the Department of Infrastructure. The authority provided defect statistics but refused to disclose insurance claim details due to data structure and central fund management, and stated Jetpatcher usage records were not held.

Key Facts

  • 1,667 Category 1 surface defect jobs were logged between July 2019 and March 2020.
  • 752 jobs were cleared within the 24-hour SLA, while 623 took over 24 hours.
  • 293 defect jobs were escalated during the reporting period.
  • Insurance claims cannot be isolated to road defects as they are linked across six departmental divisions.
  • Insurance payments are managed centrally by the Treasury Department, not the Department of Infrastructure.
  • The Jetpatcher is a seasonal asset (April to September) and specific usage records were not maintained.

Dear ###

We write further to your request which was received on 26 June 2020 and which states (sic) which we have numbered for ease of reference:

"1. Could I have breakdown on the number of Category 1 surface defects reported by the Public and Department Inspectors from 1 July 2019 until 16 March and what percentage were completed and made safe within the 24 hours as per the SLA? 2. a) How many Insurance claims were made against the Department over the period 1 July and 16 March and b) how much was paid out as a consequence of not completing the Category 1 defects? 3. The Department have a Jetpatcher on the maintenance Department could you give me a breakdown on it's use since Sep 2018 until March 6 2020?" The answer to your questions are as follows: 1. Jobs Logged = 1,667 Jobs cleared within 24 hours = 752 Jobs cleared over 24 hours (3 working days) = 623 Jobs Escalated = 293 2. a) Insurance claims may be linked to any of the 6 divisions of the Department. We are therefore unable to answer this question as we do not hold the information them in a way which enables us to identify those which are connected with road defects.

b) The Department is unable to answer this question as it does not hold the information you have asked for. This is because insurance payments for all Government departments are made from a central fund managed by the Treasury Department. You may wish to do a new request directly to that Department to see if they are able to help you.

3. The Jetpatcher is predominantly a seasonal activity, so operational from April to September and we do not record or hold the information that you have requested.
