The requester sought detailed pupil statistics and class structure information for Isle of Man schools for the 2019-20 academic year. The Department of Education provided most data directly but directed the requester to existing public documents for school roll numbers and class size policies under Section 20 of the Act.
Key Facts
The request was received on 20 April 2020 and responded to on 19 May 2020.
Data on Free School Meals, Special Educational Needs, and English as an Additional Language was enclosed in the response.
School roll data was not enclosed but directed to a specific PDF available on the government website.
Class size policy information was directed to an existing admissions update document rather than provided anew.
Head teachers retain discretion over internal school organization and class arrangements under the Articles of Governance.
Section 20 of the Act (Information already reasonably accessible)
Original Request
I request statistical data for each of the Island's primary and secondary schools for the current academic year (2019-20) together with some related amplifying information regarding classes within primary schools.

Dear ###,
We write further to your request which was received on 20 April 2020 and which
states:
"I request the following statistical data for each of the Island's primary and secondary
schools for the current academic year (2019-20) together with some related amplifying
information regarding classes within primary schools:
The total number of pupils on each primary and secondary school roll broken down by
gender and year group (please indicate the date (month) to which the data applies)*;
The number of pupils in each Island school in receipt of FSM;
The number of pupils in each Island school deemed as having SEN (perhaps now
termed AEN?) ' broken down by degree of need e.g. School Action, School Action Plus,
HLN (Mainstream), HLN (Unit) etc;
The number of pupils in each Island school classed as having EAL.
Additionally, for each primary school I seek details of class structure namely the
number of classes and how these are arranged e.g. School A ' 7 classes one for each
year group; School B - 4 classes (Class R, Key Stage 1 Class - Mixed Years 1 and 2,
Lower Key Stage 2 Mixed Class of Year 3 and 4 pupils, Upper Key Stage 2 Mixed Class
of Year 5 and 6 pupils, School C - 14 classes ' 2 classes for each year group etc).
For those primary schools with large cohorts necessitating more than one class per
year group what is the criteria adopted by each school for allocating pupils to a class
e.g. streaming by NC level attainment, friendship groups, pupil dynamics, random
allocation etc.
The DESC policy on class sizes within primary schools ' specifically at what number the
cohort size is deemed large enough to merit two classes for a year and conversely,
what in terms of pupil numbers determines that a single year class is not viable and
hence pupils will be taught in mixed year groups.
* A one-page table provided this information in response to FOI Request 948173
submitted 4th September 2019. An updated version for the current academic year is,
in effect, what is requested."
Our response to your request is as follows:
