We write further to your request which was received on the 16th March 2020 and states:
Question 1 How many patients were prescribed each medicine by dose (low to high) typically used to treat stress and anxiety related issues such as sleeping problems, anti-depressants and stomach ulcers in each of the previous 5 years? Question 2 What is the national trend and how does it generally compare to the UK, the Republic of Ireland, Jersey and Guernsey? While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. The statutory exemption sections are shown as part of the corresponding answers below.
I have detailed below the information that is held.
Question 1 How many patients were prescribed each medicine by dose (low to high) typically used to treat stress and anxiety related issues such as sleeping problems, anti-depressants and stomach ulcers in each of the previous 5 years? Complying with the request for information would require the public authority to do one or more of the matters mentioned in section 8(3) (things a public authority is not required to do by the Act S11(3)(b). While our aim is to provide information whenever possible, in this instance, complying with your request for information would require us to create or derive information from information that we hold.
The data we can access is called EPACT2 (please see the tables below) and is completely without patient details, diagnosis and the indication it is being used for. All of the drugs in the classes asked about are used for multiple purposes and cannot be linked to one index condition i.e. there can be no definitive links made to a condition such as stress or anxiety. EPACT2 only informs us how much of a particular medicine has been prescribed for our locality. While our aim is to provide information whenever possible, in this instance Department of Health and Social Care (“the Department”) is unable to provide the information you have requested. This is in line with section 11(3)a of the Act, as a practical refusal reason applies; namely we do not hold or cannot, after taking reasonable steps to do so, find the information that you have requested. Unfortunately the national trend cannot be compared to other jurisdictions as we do not have access to their data. Please quote the reference number 1231682 in any future communications.
