Summary

The request sought minutes from a meeting convened to discuss concrete cracking on the Douglas Promenade, and the Department of Infrastructure disclosed the full minutes of the meeting held on 28 January 2020.

Key Facts

  • A meeting was held on 28 January 2020 to discuss repair methods for cracking concrete infill slabs on the Douglas Promenade.
  • Attendees included representatives from the Department of Infrastructure (DOI), BSA, and Auldyn.
  • It was agreed that cracks wider than 0.3mm would be the criteria for repair.
  • The horse-drawn tram service was scheduled to resume on 21 April 2020, creating a deadline to test repair methods.
  • Proposed repair materials included Fosroc Nitofill LV epoxy resin and Renderoc ST 05 cement-based mortar.

1.0

Repair of cracking to concrete infill slabs The location for the test panel for the repairs was discussed, and it was agreed that anywhere within Seaside 1 (The dual track laid centrally within the road) would be suitable as there would be space to set up fencing and TM. The slabs at the bottom of Summerhill Road were considered for the repair, however they are known to have poor surface texture not extensive cracking.

It was noted that horse drawn trams will begin to run on the rail again on the 21st April, and GS noted it would be preferable to test a repair method before this date to allow a review of the method and its suitability before the scheme is completed.

BSA proposed the use of Fosroc Nitofill LV, a low viscosity epoxy resin that would be injected into the cracks, combined with Renderoc ST 05, a cement-based mortar with the red pigment mixed in to cover the surface of the crack. These were discussed and it was agreed that an injected resin was the way forwards, but the resin would preferably be clear, or colour matched to the concrete. It was considered that the grey Fosroc products may stand out against the infill slabs and make the cracking more noticeable. There was also concern that the mortar would not be suitable for the surface of the slabs which are currently heavily trafficked, and that mixing the pigment into the mortar may not provide an exact colour match as the slabs vary in colour.

LM to circulate Fosroc datasheets.

The proposed repair methods from each of the concrete reports were discussed, it was noted that the report’s conclusions should be checked to see whether they agree on the repair method or materials.

LM to review conclusions of each report.

TO’M stated he believed there would be specialist subcontractors who have good knowledge of crack repair and the various methods and materials, who would be able to provide a suitable repair method. It was noted that Allied Infrastructure, who are already working on the IOM airport, may have some knowledge of this. BSA agreed to look into further repair options from their side as well.

TO’M to discuss with Allied.

GS suggested that it may be useful to resin inject the cracks first, and then once the test panel has been completed the aesthetics of the repair and the weathering of the colour can be assessed.

GS also suggested that it may be necessary to undertake another survey of the infill slabs, to note the crack widths in comparison to the survey undertaken in August 2019. MG suggested it could be possible to undertake the survey in February, to allow a trial of the repairs in March before the horse tram starts running again.

MG to organise survey of cracking.

JR queried what the criteria would be for cracks that would be repaired, it was agreed that cracks greater than 0.3mm in width would suffice as anything smaller would not be visible, and also injecting cracks of that width may be difficult and time consuming.

GS noted the longitudinal cracking which was mentioned in an email on the 9th January. The extent of the cracking was discussed however the exact location and extent of the cracking was unknown.
NOTE: Email states the longitudinal cracking occurs between chainage 1920 – 1960.

MD noted that for the larger cracks or cracks that are diagonal across the slabs, there was potential for chasing out and sealing these to act as expansion joints.

Infill slab layout BSA tabled draft drawings which showed the single track slab layout, which had been designed by strictly following the rule of not having an aspect ratio greater than 1:1.5. Due to the varying widths of the slabs along the scheme, it was discussed and the DOI agreed that it would

4.0 provide a better visual if the slabs all had the same joint spacing, i.e. sometimes exceeding the aspect ratio but providing consistent joint spacing.

LM to feed back to team and get slab layouts updated.
