We write further to your request which was received on 2 March 2020 and which states:
"The Chief Minister's working group was to propose the high level telecoms vision, policy and strategy for the Island, to be presented to Tynwald. They were tasked to prepare a white paper, with recommendations, for consideration by the Council of Ministers and onwards to Tynwald by October 2017. Please could we have a copy of this white paper."
