Summary
The Isle of Man Constabulary responded to a request for road traffic collision statistics over five years, providing data on driver age and speed limit status but refusing to disclose figures for restricted vehicle categories due to the impracticality of manual record checks.
Key Facts
- The authority could not provide data on collisions involving restricted vehicle categories (e.g., HGVs, trailers) as it would require manual checking of all records.
- New recording processes introduced in June 2019 do not capture speed limit details for non-injury collisions.
- Data was sourced from both historic records and the new recording process.
- The response included breakdowns of collisions by driver age (<21, 21+, unknown) for both speed-limited and derestricted areas.
- The request was closed on 23 January 2020 with some information withheld.

Original Request
Question 1. How many road traffic collisions have been recorded over the last five years within areas covered by a speed limit? Question 1a. How many of these collisions involved a driver under the age of 21? Question 1b. How many of these collisions involved a vehicle that was restricted by its use category? For example a car towing a trailer, HGV, PSV, L plates or R plates displayed. Question 2. How many road traffic collisions have been recorded over the last five years within areas that were derestricted? Question 2a. How many of these collisions involved a driver under the age of 21? Question 2b. How many of these collisions involved a vehicle that was restricted by its use category? For example a car towing a trailer, HGV, PSV, L plates or R plates displayed.

Dear ###
We write further to your request which was received on 21 January 2020 and which states:
"Question 1. How many road traffic collisions have been recorded over the last five years within areas covered by a speed limit? Question 1a. How many of these collisions involved a driver under the age of 21? Question 1b. How many of these collisions involved a vehicle that was restricted by its use category? Question 2b. How many of these collisions involved a vehicle that was restricted by its use category? For example a car towing a trailer, HGV, PSV, L plates or R plates displayed."
While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. Some of the information in question 1b and 2b would require manual checking of all records and this may not then yield a full and genuine result. I have detailed below the information that is held.
Data was sourced from both historic data, and from new recording process introduced since June 2019. The new processes do not record whether collision occurred on a road with a speed limit, except for injury collisions, for which more detail is recorded. Data for questions 1b and 2b are not feasible to retrieve from data held by Constabulary.
