We write further to your request which was received on 17th January 2020 and which states:
"Please could you provide a copy of the survey for Flat 19 Antrim Mooragh Ramsey completed in 2018. Also advise as to how many other Flats in that building had surveys (we believe there are at least 12) and also provide copies of these surveys."
Our response to your request is as follows: Information is held but partly exempt. 1. Please could you provide a copy of the survey for Flat 19 Antrim Mooragh Ramsey completed in 2018. The information regarding the visit to Flat 19, Antrim Hotel, Mooragh Promenade, Ramsey on 21st November 2018 was recorded onto a workflow system used by our Environmental Health Inspectors. The points recorded from the visit are as follows: 1. There was evidence of a small amounts of damp by the chimney breast in the Living Room, behind the toilet, bottom of walls and in the porch. 2. There was no central heating due to the lack of gas supply. The gas supply had been asked, by the resident, to be turned off by Manx Gas. The living room was heated by a portable bottled gas heater which expelled a lot of moisture into the atmosphere and added to the indoor air pollution. 3. The Gas Boiler had been serviced in October 2018. 4. Black bin bags were covering the windows stopping any ventilation to the room. This again added to the amount of moisture due to human activities in the flat such as sleeping. The resident was shown how to use the trickle vents/nightsafe locks on the windows. The resident showed the officers a bag of clothes and shoes that had been affected by mould due to a lack of ventilation where they were stored. 5. The visible black mould was caused by condensation due to lack of adequate heating, poor ventilation and excess moisture being poured into the atmosphere by the portable gas heater. Verbal and written advice was given to the resident regarding heating, ventilation and condensation. 6. Expanding foam had been applied to numerous gaps throughout the property.
- The resident confirmed that they did not want the landlord to complete any works as the resident was moving out on 1st December 2018 – the resident only required proof of the condition of the flat to get out of a contract. Officers contacted the rental agents, Forward Property of Athol Street, Douglas and gave verbal feedback.
- Also advise as to how many other Flats in that building had surveys (we believe there are at least 12) and also provide copies of these surveys The information is withheld under the absolute exemption s.25 (Absolutely exempt personal information) as it constitutes personal data of which the applicant (you) are not the data subject and the disclosure of the information would not be fair to those data subjects. ‘Personal data’ means any information relating to an identified or identifiable natural person and includes any indication of the intentions of the controller or any other person in respect of the individual. In this case the information is held in order to determine whether any further action may be necessary in relation to Environmental Health. The information comprises of the personal data of the owners/occupiers of the properties. The information concerns private residential properties and is therefore of biographical significance to the owners/occupiers. Please quote the reference number 1136125 in any future communications.
