Project Goals

The overall purpose of the project is to restore degraded lands in 2 micro-catchments in Matebeleland South Province to conserve important natural resources and reduce rural poverty. The key outcomes will be:  Local communities have improved water security  Reduced soil erosion and restoration of degraded land  Reduced deforestation and improved natural regeneration of Mapane woodlands  Reduced contamination risk within the catchments and improved hygiene behaviours in the beneficiary communities

Zimbabwe

Ranked 156 out of 189 on the UN Human Development Index; Zimbabwe is a country which is considered of low human development. Approximately 70% of the population is living below the poverty line.

Following the presidential election there has been a shortage of US dollars which was the currency that the country adopted to fight hyperinflation. The shortage of US dollars has driven up the price of basic goods. This has led to the closure of clinics and shortage of fuel. It has also sparked violent protests across the country and internet shutdowns. This has pushed families into poverty.
Following the unrest in January there is still significant political instability due to shortage of dollars which may lead to further protests, demonstrations and shutdowns.

There have been no recent reports of unrest or violence since January 2019.

Appendix 2

3 Rationale for Recommendation

The planned activities to achieve the 4 key outcomes are as follows:  Construct 2 sand dams; 1 in each micro-catchment. Up to 40 million litres of water is stored in a sand dam, protected by sand from evaporation and contamination, providing local people with a year-round clean water source for domestic, farming and livestock use. Drinking water is accessed either by gravity to a standpipe or by way of a Rowa hand pump.  Construct gabions/stone silt traps, planting vegetation and pegging and constructing contours.  Training of trainers in environmental conservation.
 Establishing community woodlots in each catchment to increase vegetation cover.  Raising awareness of safe water practice through encouraging regular hand washing and keeping water containers clean.

The application has a detailed project delivery plan with clear activities to achieve the main project outcomes. The charity has experience of delivering similar projects which the Isle of Man Government has funded.

The budget is clear and the charity has a detailed safeguarding policy. The project satisfactorily demonstrates that the proposal meets the SDGs and can be delivered within the timescale.

Recommendation

The External Relations Team recommends that this project be funded.

Ethiopia

Ethiopia is currently ranked 173 out of 189 countries on the UN Human Development Index. The region is beset by a dearth in infrastructure with some areas having better connection than others.

Relations between Ethiopia and neighbouring Eritrea have recently improved to the point that borders between the two nations opened for the first time in twenty years. The borders were then subsequently closed whilst the two respective governments negotiated terms with regards to duty and visas.

Taking much of the credit for the thawing in relations is the new Ethiopian prime minister, Abiy Ahmed, whom there is a genuine enthusiasm around. His claims for reform in the country is reflected through his record to date as it shows a liberalising of the country’s old autocratic distribution of power and a greater inclusion of women in Ethiopian politics. Moreover, he has so far permitted a greater degree of freedom of speech in the media and the arts.
