A student requested Ballakermeen High School's budget breakdown and specific staff salaries for the past four academic years. The Department of Education provided general budget data and teacher pay scales but withheld individual salary information due to data protection exemptions.
Key Facts
The request was received on 2019-10-18 and responded to on 2019-11-15.
Average spending per pupil at the year group level is not held by the Department or the school.
Individual salary data for the Head Teacher, senior leadership team, and heads of departments was withheld.
The withheld salary information was deemed absolutely exempt under section 25(2)(a) and (b)(i) of the Act.
General Teachers' pay scales and Leadership pay scales for 2016-2019 were provided instead of specific salaries.

Original Request
As a student at Ballakermeen sixth form, I'm interested in knowing what the schools budget has been like for the past 4 academic years if possible, with a breakdown of the budget per department in the school and what the salaries staff at the school holding certain roles is, pre and post tax if possible
On the point of whether the FOI request refers directly to Ballakermeen High School, yes it does.
To elaborate on what I mean by 'what the schools budget has been like', statistics like total expenditure and income of the school, average spending per pupil within each year group and the school as a whole and the budget allocation per department within the school, all for the past 4 academic years if possible.
The staff salaries that I am requesting are for roles like the headteacher, members of the senior leadership team and heads of departments adn if there has been any pay rises or reductions in these salaries, also for the past 4 academic years if possible.

Dear ###,
We write further to your request which was received on 18 October 2019 and which
states:
"As a student at Ballakermeen sixth form, I'm interested in knowing what the schools
budget has been like for the past 4 academic years if possible, with a breakdown of
the budget per department in the school and what the salaries staff at the school
holding certain roles is, pre and post-tax if possible.
In order to identify and locate the information that you asked for, we needed to clarify
if the request is referring to Ballakermeen High School, what is meant by 'what the
schools budget has been like' and which staff salaries are being requested. You
advised:
On the point of whether the FOI request refers directly to Ballakermeen High School,
yes it does.
To elaborate on what I mean by 'what the schools budget has been like', statistics like
total expenditure and income of the school, average spending per pupil within each
year group and the school as a whole and the budget allocation per department within
the school, all for the past 4 academic years if possible.
The staff salaries that I am requesting are for roles like the Head Teacher, members of
the senior leadership team and heads of departments and if there has been any pay
rises or reductions in these salaries, also for the past 4 academic years if possible."
Our response to your request is as follows:
Ballakermeen High School Budget
While our aim is to provide information whenever possible, in this instance the public
authority does not hold or cannot, after taking reasonable steps to do so, find some of
the information that you have requested. This is because the average spend per pupil
is not held by either the Department or the school at each year group level.
I have however enclosed the information that is held for the last 4 complete academic
years.
Ballakermeen High School Salaries
While our aim is to provide information whenever possible, in this instance we are
unable to provide some of the information you have requested because it is absolutely
exempt under section 25 (2) (a) and (b) (i) of the Act (absolutely exempt personal
information). In essence, as the salary data is being sought for a relatively small group
we consider that this would make identification of personal salary data possible, which
would contravene at least one of data protection principles. The reasons why that
exemption applies is that:
•
It constitutes personal data of which the applicant is not the data subject; and
•
In a case where the information falls within any of paragraphs (a) to (d) of the
definition of “data” in section 1(1) of the Data Protection Act 2002, the
disclosure of the information to a member of the public (otherwise than under
this Act) would contravene any of the data protection principles – specifically
lawfulness, fairness and transparency.
However by way of advice and assistance I have enclosed information which details
Teachers’ pay scales, which includes Leadership pay scales for the period 2016 – 2019
inclusive.
Please note the pay scales for Heads of Departments are varied. This is because the
Heads of Departments may receive a TLR (Teaching and Learning Responsibility)
payment in addition to the teacher pay scales.
Please quote the reference number 1010545 in any future communications.

*** Expenditure by department does not include all costs such as operating costs, salaries, school meal costs, etc.
** 'Budget' per pupil is calculated by dividing the total budget by the total number of pupils. This does not include spending
from other divisions including special needs, Education Improvement Services and other central services.
2016/17 Budget - Due to staff changes and as part of the transition and training period the majority figures remained the
same as the 2015/16 budget.
